RECOMMENDATION(S):

RECEIVE a presentation from Deputy Chief McAlister on the implementation of software for predesignated zones for evacuations throughout Contra Costa County.

FISCAL IMPACT:

There is no fiscal impact associated with receiving this presentation. The software project was funded by an Urban Area Security Initiative grant and contracted by the Moraga-Orinda Fire Protection District.

BACKGROUND:

In recent years, large-scale evacuations have been conducted over large geographical areas as wildland fires grow out of control and consume vegetation, structures, and other flammable materials in their path. Removing people from harm's way in the most expeditious manner possible is critical to saving lives. As an operational area, funding for evacuation software was made available, and Zonehaven was selected as the vendor to provide this service to our County.





BACKGROUND: (CONT'D)
Zonehaven has completed the predesignated zones for all of Contra Costa County. Fire, Law, Office of the Sheriff / County OES, and County Health / Hazardous Materials have worked collaboratively to implement this lifesaving software. Similar to what County Health has done for years with predesignated zones around refineries, these zones will allow a common operating picture between all emergency disciplines and the public. With this common operating picture, evacuations will be accomplished in a more expeditious manner. Once an emergency event is brought under control, the use of these predesignated zones will make the repopulation process much smoother. The Zonehaven software was successfully used during multiple large-scale incidents in Northern California and is used by multiple counties surrounding Contra Costa County.  
  
These zones are available to the public on a 24/7 basis and can be accessed through the Community Warning System website. As an emergency event occurs, the public will still be directed to CWS for the most accurate and up-to-date information. As part of the rollout process and prior to fire season, this information will be shared with the public as we kick off a "Know Your Zone" Campaign.

CONSEQUENCE OF NEGATIVE ACTION:

This presentation will inform the Board and the public as to the new platform being implemented for evacuation purposes.
