RECOMMENDATION(S):

ADOPT the attached proposed schedule of Board of Supervisors and Contra Costa County Fire Protection District Board of Directors meetings for 2012, including the cancellation of those meetings at which it is anticipated that there will not be a quorum of Board members present, as well as noting the following special events that have been scheduled: the Board’s Annual Reorganization on January 10; the Martin Luther King, Jr. Celebration on January 17; the annual Board retreat on January 31; the Cesar Chavez Commemorative Celebration on March 27; Annual Budget Hearings and Adoption on April 24 and May 15, respectively; the 9-11 Remembrance on September 11; and the Veterans Day Celebration on November 13.

BACKGROUND:

Each year, the Board adopts a meeting schedule showing all regular meetings and any dates on which meetings must be canceled in anticipation that a quorum of the Board will not be present. In past years, the Board has canceled those meetings that fall during a week with a County holiday, the fifth Tuesday of a month, and Tuesdays that fall during those weeks in March, June, July, and November in which the annual policy and legislative meetings of the National Association of Counties (NACo) and the California State Association of Counties (CSAC) are held:

The proposed meeting schedule provides 31 meetings for the Board of Supervisors and 6 meetings for the Contra Costa County Fire Protection District Board of Directors, not counting special meetings. The schedule has been coordinated with the Housing Authority Board of Commissioners, which is tentatively scheduled to meet 12 times in 2012. The proposed meeting schedule takes into account and works around County holidays, the fifth Tuesday of a month, and Tuesdays that fall during those weeks in March, June, July, and November in which the annual policy and legislative meetings of the National Association of Counties (NACo) and the California State Association of Counties (CSAC) are held. The proposed meeting schedule recognizes the time demands on the Board of Supervisors members due to their participation on Board subcommittees, and numerous regional and local legislative bodies and task forces, which require preparation and attendance and involve travel. The proposed schedule also recognizes that the County is a much leaner organization in terms of management and administrative staff whose attendance is often required at Board of Supervisors meetings. There are legal provisions to schedule a special meeting to address any urgent need that cannot be accommodated in the standing meeting schedule.   
  
The 2012 meeting schedule, attached, has been prepared and is recommended for the Board's adoption.

The Board members expressed concern in regards to having two consecutive weeks without a meeting and reservations about the feasibility of meetings in late August. 

Vice-Chair Piepho will work with the County Administrator to determine any necessary revisions, and return the matter to the Board.
