RECOMMENDATION(S):

APPROVE and AUTHORIZE the Assistant County Administrator – Director of Human Resources or designee, to execute a contract, including indemnification language changes, with Industrial Employers and Distributors’ Association (IEDA) in an amount not to exceed $197,800 for FY 11-12 to provide labor relations and negotiation services during the period of July 1, 2011 through June 30, 2012 with two additional one-year options to extend.   

FISCAL IMPACT:

The amount of the contract for the period of July 1, 2011 – June 30, 2012 will be $197,800, and will be funded initially by the General Fund and subsequently spread to other funds through the Cost Plan. The cost for the two additional one-year options to extend may be negotiated with the Contractor and would be effective July 1, 2012 and July 1, 2013. Total cost of this contract, assuming two one-year extensions are granted, would not exceed $606,000.

BACKGROUND:

Due to a long-standing contract with IEDA, the County decided to issue Request for Proposals (RFP) to allow an opportunity for other firms in the area to bid on providing labor relations and negotiation services to Contra Costa County. The RFP was issued on December 17, 2010 and the deadline for proposal submission was January 24, 2011; five firms responded to the RFP. An Evaluation Committee was convened to review the proposals and their recommendation was to award the contract to IEDA.   
  
IEDA has represented Contra Costa County in labor relations matters for over 36 years and augments the County’s Labor Relations staff. IEDA has long term, historical knowledge of the policies, practices and intricacies of the County and its operating departments and is instrumental in negotiations.   

CONSEQUENCE OF NEGATIVE ACTION:

The denial of this renewal contract will negatively affect labor relations services and will significantly impair the County’s ability to negotiate with our recognized employee organizations.
