RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Interagency Agreement # 28–702–11 (#12-034) with First 5 Contra Costa Children and Families Commission, to pay County an amount not to exceed $286,900, for provision of the Home Visiting Program, for the period from July 1, 2011 through June 30, 2012.

FISCAL IMPACT:

This agreement will result in $286,900 from First 5 Contra Costa Children and Families Commission for County’s Home Visiting Program. No County funds are required.

BACKGROUND:

First 5 Contra Costa Children and Families Commission has adopted a Home Visiting strategy which has been developed through extensive collaboration and planning with representatives of nine home visiting programs in Contra Costa County. The goal of the Home Visiting Program plan is to assure that children in our communities, ages 0-5, are healthy and have access to quality preventive well-child primary care.

On December 14, 2010, the Board of Supervisors approved Agreement #28–702–10 with First 5 Contra Costa Children and Families Commission, for the period from July 1, 2010 through June 30, 2011.  
  
Approval of Interagency Agreement #28–702–11 will allow continuation of the Home Visiting Program through June 30, 2012.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, County will not receive the funding required to provide home visiting services to medically vulnerable infants and their families.

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include healthier babies.
