RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the Workforce Development Board, to execute a contract with the City of Richmond to pay County an amount not to exceed $225,000, Workforce Investmen Act (WIA) grant funding, for academic support, intensive case management, and employment training services to Workforce Investment Act eligible youth, 16 to 24 years of age, for the period October 1, 2011 through March 31, 2013.

FISCAL IMPACT:

County to receive up to $225,000, 100% Federal Workforce Investment Act (WIA) funding awarded by the California Employment Development Department (EDD) to the City of Richmond. (No County match) (District 1)

CONSEQUENCE OF NEGATIVE ACTION:

Without funding, services to Workforce Investment Act eligible youth, ages 16 to 24 years, would be limited.





BACKGROUND:

Employment and Human Services, Workforce Development Board of Contra Costa (WDBCCC) partnered with the City of Richmond, Richmond WORKS, in the successful application to the California Employment Development Department, West Contra Costa County Youth Career and Technical Education grant. City of Richmond, as the grantee, will pay County up to $225,000 for services. WDBCCC will provide intensive case management, work experience & training, and academic support services to Workforce Investment Act eligible youth ages 16 to 24 years that have not completed high school graduation requirements.

CHILDREN'S IMPACT STATEMENT:

The funding supports one of the five community outcomes established in the Children's Report Card, 2) "Children and Youth Healthy and Preparing for Productive Adulthood" by providing education, training, and employment opportunities to youth ages 16 to 24 years of age.
