The District 5 Supervisor is recommending that the County Service Area R-10 ("CSA R-10") citizen's advisory committee be dissolved, and that the Rodeo Municipal Advisory Council ("RMAC") assume the committee's advisory functions. In 1988, the CSA R-10 citizen's advisory committee was formed to advise the Board of Supervisors on local park and recreation services and facilities in the CSA R-10, in the unincorporated community of Rodeo. In 2009, the RMAC was formed to advise the Board of Supervisors on land use and planning matters in Rodeo. CSA R-10 is located within the RMAC boundaries. By expanding the RMAC's advisory functions to include those performed by the CSA R-10 citizen's advisory committee and dissolving the citizen's advisory committee, the Board of Supervisors will receive focused advice and avoid potential inconsistent recommendations on services, programs, facilities, and community concerns in the Rodeo community. Further, eliminating the CSA R-10 citizen's advisory committee will result in cost savings by reducing staff time and other expenses incurred in connection with supporting the advisory committee.
For these reasons, the District 5 Supervisor recommends that the Board of Supervisors adopt the resolution to dissolve the CSA R-10 citizen's advisory committee and transfer its advisory duties to the RMAC. The resolution does not affect, nor is it intended to affect, the existence of the CSA R-10.
The CAS R-10 citizen's advisory committee would continue to exist.
