RECOMMENDATION(S):

APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract containing modified indemnification language with Industrial Employers and Distributors Association, in an amount not to exceed $910,000 to serve as labor negotiators and to provide consulting services regarding labor relations for the period of July 1, 2020 to June 30, 2023.

FISCAL IMPACT:

The contract provides for billing on a quarterly full-time equivalent employee unit basis, with a total contract amount not to exceed $910,000 for the period of July 1, 2020 to June 30, 2023, and will be funded initially by the General Fund and subsequently spread to other funds through the Countywide Cost Plan.

The County Administrator's Office is requesting to enter a contract with Industrial Employment and Distributors Association (IEDA) to serve as labor negotiators and to provide training and consulting services regarding labor relations to augment the services provided by the County's labor relations staff. This contract is intended to replace the County's expiring contract with Liebert Cassidy Whitmore for negotiation and consulting services.

  
For 80 years IEDA has provided comprehensive labor relations representation for a variety of public and private sector employers who rely on IEDA to develop and maintain cooperative labor-management relationships that endure complex and ever-changing work environments. Contra Costa County has contracted with IEDA for over forty of those years. This contract contains modified indemnification language.  

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the County's ability to train our department staff on labor management and negotiate with our recognized employee organizations will be significantly impaired.
